There are whispers of a reshuffle at the Department for Education and Skills, but this time Ruth Kelly's team is not involved. The retirement of Sir Andrew Turnbull, the Cabinet Secretary, and his replacement by Sir Gus O'Donnell, who leaves the Treasury, looks set to spark a merry-go-round of Sir Humphreys. It is rumoured that Charles Clarke, the former Education Secretary, wants to nick David Normington, the top mandarin at the DfES, for the Home Office.
