The Dearing committee has come up with a new system for giving its industrious members a well-earned breather. Whenever a debate over any proposals gets too involved, heavy or heated, the chairman simply utters the words "Oxford and Cambridge". At which point all discussion ceases and the committee immediately goes back to the drawing board.
