The Scottish Parliament's enterprise and lifelong learning committee has effectively absolved ministers of blame for the Scottish Qualifications Authority's examinations fiasco last summer.
A potentially more critical report is expected today from its sister education committee, which is investigating ministers' role as the chaos continued.
But the enterprise and lifelong learning committee, which was investigating the governance of the SQA, says ministers and civil servants were not directly culpable, since the SQA had operated in an "information vacuum". It blames a lack of monitoring by the SQA's 24-member board.
