Alumnus to be proud of No 82 is Mr C. H. Tung, a Liverpool University graduate in marine engineering whose appointment as the first chief executive of Hong Kong under Chinese rule is so deplorably lacking in any sort of democratic mandate.
Next summer he will take over from No 83, Chris Patten, who has an impeccable democratic mandate to rule the people of Hong Kong from ... er ... John Major, but is an awfully nice cultured chap who went to Balliol, Oxford, so there's no comparison really, is there?
