Human right to learning confirmed

Colin Power, Unesco assistant director general, has warned that if inability to pay was shown to affect access to higher education it could be in contravention of the International Declaration of Human Rights. Mr Power was addressing a UK Higher Education and Unesco conference organised by the Association of University Teachers and held at Manchester University last Friday.
