Kim Howells confirmed that students spending a full year out of university as part of their sandwich courses will face a maximum means-tested fee of Pounds 500 for that year. This is to cover administrative and pastoral arrangements. Sandwich students spending less than a year away will be eligible for the full Pounds 1,000 fee.
