Those seeking an answer to those ageless conundra underlying the need to means-test European Union students when tuition fees come in (what's a Greek earn?) scented a breakthrough last week when Tory MEP Roy Perry sent out a press release announcing that Portsmouth Council had staff working on the issue. Then it emerged that Mr Perry had slightly misunderstood something that his local vice-chancellor had said to him and that means-testing will actually be handled by the Department for Education and Employment.
