A guide for individual learning accounts, published by the government last week, says that the cost of learning could fall because the accounts would stimulate new demand for education and so increase the opportunities for providers to achieve economies of scale. A spokeswoman for the Department for Education and Employment said that account holders would shop around for the best deals.

College heads are supportive of individual learning accounts but there are misgivings about the potential effects of a free market.
