Blunkett puts Bolton's title bid on ice

Bolton Institute's bid for a university title has been put on ice by David Blunkett, secretary of state for education and employment. He has accepted that "evidence is not yet clear" that standards at the institute are up to scratch. But he has decided it will only have to demonstrate satisfactory standards for another two years rather than three before the Privy Council takes a final view on the application.
