Study of evolution of IST collaboration from FP5 to the ERA

The European Commission's Information Society DG has published a call for tenders relating to a study of the evaluation of networks of collaboration in information society technologies (IST) under the Fifth Framework Programme (FP5), and their evolution to collaborations in the European Research Area (ERA).

The study, in support of the five year assessment, will address the following objectives:
- to assess the degree to which IST researchers in Europe collaborate with colleagues in other European countries, compared with others in their own country. The degree to which research on the information society is integrated across the ERA;
- to assess how the integration of IST research in the ERA is changing as a result of the introduction of the new instruments and structures for FP6;
- to assess measures of the performance of cooperating alliances, as well as of the entire network across the ERA.

The scope of the study must include collaboration in 'information society research' and technology development beyond that funded at the EU level in the Framework Programmes: it must include collaborations in private sector funded research; notably that related to standardisation, and bilateral/multilateral collaborations in national frameworks.

Given the overall limit on effort, the study may be limited to a specific set of research domains, rather than the whole IST field. In this case, the proposed limitation must be clearly specified in the proposal and further clarified in the inception report.
