Funding council chiefs admitted this week that working-class students could be "deterred" from studying part time by the 2006 tuition fee and bursary regime, but stepped back from offering more cash for part-time courses. The Higher Education Funding Council for England concluded that a "widening participation-type measure" was needed for 2006-07 so part-time students would not be at a disadvantage.
