COMMON GUIDELINES

1. The purpose of the above proposal is to authorise the placing on the market of foods and food ingredients produced from genetically modified Roundup Ready maize line GA21.
2. The request for authorisation, which was submitted before the entry into force of Regulation (EC) No 1829/2003 on genetically modified food and feed, was processed in accordance with Regulation (EC) No 258/97 concerning novel foods.
On April 2005, despite a positive opinion from the European Food Safety Authority on this transgenic maize, and validation of the detection method by the Joint Research Centre, the Standing Committee on the Food Chain and Animal Health was not able to deliver an opinion on the request.
3. On 1 August 2005 the Commission therefore submitted the planned measure to the Council, which has three months from that date in which to act by a qualified majority.
