Himself no socialist, Gray suggested at the conference that there is now an unfeasible surplus of believers in unfettered free market forces, while believers in state intervention are alarmingly depleted in number. Unless suitable retraining can be instituted, there is clearly a case for a vigorous set-aside programme which encourages new uses for existing salaries and office space.
