Cheltenham and Gloucester College of Higher Education's bid for full university status gained momentum as the Privy Council granted it research degree awarding powers. The college, which previously offered research degrees validated by Bristol University, said the move "placed it on an even footing with universities". The college has, however, been forced to close a flagship fashion degree course.
