Europe's research ministers have ordered the European Commission to improve the efficiency of its research grant application procedures after a critical report from the Court of Auditors. Ministers told the commission to reduce the time for approving and funding projects and insisted that reforms be developed before proposals for the Seventh Framework Programme are issued later this year.
