The Association of Medical Research Charities has warned that the new National Health Service Research Governance Framework places too many burdens on charities.
The framework expects funders to monitor, manage and take legal responsibility for research - currently the responsibility of the employer or host institution.
"Some of the responsibilities are inappropriate or impracticable for a charitable funder of research," it says in guidance issued to all its members.
