Relations between policy-makers and academic researchers appear to be improving north of the border with the Scottish Parliament's commitment to more openness, according to David Raffe of Edinburgh University's Centre for Educational Sociology. He said that there were tensions between the two sides, given that a government's authority could be threatened by the scepticism intrinsic to good research.
