Following on from the British disease comes the Celtic virus. If the Research Assessment Exercise produces bizarre outcomes for certain institutions, the Higher Education Funding Council for England will know who to blame - computer viruses which afflicted eight submission discs, four of them Scottish and one Welsh. While HEFCE scents a Celtic plot, the Scots and Welsh are muttering darkly about the quality of the discs supplied by English organisers.
