A report by the Higher Education Funding Council for England on internal control arrangements has concluded: "There have not been breaches of the principles of good governance, and irregularities have been minor and have been the subject of corrective action by management, but planning of the Athens campus was rushed and the supervision from Southampton not fully effective."
