"Participation hits 43%" (March 30) missed the figures paving the way for Tony Blair's legacy. It shows that, if the initial participation rate is extended to include those aged 31-60, and if private higher education is included as well as English students entering UK provision in other countries, the rate reaches 50 per cent. Result!
