The statement that the Higher Education Funding Council "has a legal obligation to ensure that standards in universities are monitored" is incorrect. No funding council is under such an obligation, and none has the authority to interfere in matters relating to academic standards, which, unlike quality assurance, remain an institutional responsibility.
