Gillian Evans makes some interesting observations in relation to the Higher Education Policy Institute report on regulation I wrote with Roger Brown (“Hepi hits the buffer”, Letters, 14 November). One thing all appear to be agreed on, whatever the precise institutional arrangements, is that the regulator needs to be independent of the government.
One small point of detail: the letter refers to the “Hepi proposal”. Strictly, Hepi does not make “proposals”. Rather, it produces publications that contain analysis. Where they contain proposals, these are the authors’ conclusions arising from the analysis.
