Has Robin Cook troubled to send David Blunkett and Tessa Blackstone a copy of the international convention on economic, social and cultural rights to which we have all agreed by the United Kingdom's rejoining Unesco? If so we hope they enjoyed Article 13, which states that higher education "shall be made equally accessible to all, on the basis of capacity, by every available means, and in particular by the progressive introduction of free education".
