Universities must raise standards in research costing and resource allocation if they expect funders to invest more in infrastructure, says the Medical Research Council in its response to the Dearing report.
It says it would support a move from 45 per cent indirect costs to full variable overheads on research council grants provided it was accompanied by closer coordination between the research councils and universities, better costing and new funding.
