THE HIGHER Education Funding Council for England will pay Pounds 150,000 to finance the initial stages of the new Institute for Learning and Teaching. It will also fund a feasibility study and some of the costs of the institute's early years until it becomes self-financing through membership subscriptions after five years. A shadow council will be in place by January 1.
