GOVERNMENT delays could sink Greenwich University's chances of moving into the former Royal Naval College in time for the millennium. The Ministry of Defence must pay a financial package to the Greenwich Foundation for the Royal Naval College, which will be the leaseholder, before the university can begin converting the 17th-century buildings. This must start by May at the latest to be able to admit students in 1999.
