LIMITS on bids for money to improve estates are likely in future after the first year of the initiative was oversubscribed. The Higher Education Funding Council for England, which is providing Pounds 105 million for the scheme over the next three years, has asked for comments on proposals to limit institutions to two bids of at least Pounds 500,000 or 5 per cent of recurrent income and no more than Pounds 4 million.
