A survey on the needs of businesses has revealed that so-called "skills shortages" are often the result of recruitment difficulties and not a skill deficiency in the workforce. The survey, conducted by the Training and Enterprise Council's national council, also says that although there is evidence of genuine occupational skill shortages in some areas, recruitment difficulties may have more to do with poor terms and conditions and the image of some industries.
