Peter Mandelson, secretary of state for trade and industry, will meet John Chambers, chief executive of the networking giant Cisco Systems in San Francisco today for talks that may include Cisco's plan to establish a Pounds 7 million UK research laboratory, possibly in Edinburgh. Last month, the company launched an international scheme by which university and college students can acquire Cisco professional qualifications, with Edinburgh University as the scheme's leading site in the UK.
