Direct funding of post-16 education and training provision by the new Welsh Assembly would be a mistake, the Welsh Funding Councils have argued.
In their response to the Education and Training Action Plan for Wales, drawn up by the Education and Training Action Group, the councils said they had "serious misgivings" about the proposal. It would lead to conflicts of interest and would distract the assembly from its "all-Wales strategic review".
