Overcrowding in Italy's 70 universities and higher education institutes is being blamed for an average annual dropout rate of 66 per cent. The Organizzazione di Cooperazione e di Sviluppo Economico says that overcrowding is largely responsible for a rate "at least 16 per cent in excess of any other European country".
