Liberal Democrat activists in Scotland had been expected to inundate tomorrow's annual conference at Dunfermline with motions criticising their leaders' failure to abolish tuition fees. The Lib Dem MSPs' manifesto was supposed to commit them to voting against fees but they dodged the vote and entered into a coalition with the Scottish Labour Party. Oddly, there is only one fees related item on the agenda so far - from the leadership. One party insider offered a possible explanation: each local organisation thought others were bound to submit motions, so did not bother themselves.
