There is "no rationale" behind ministers' decision to separate educational arrangements for young learners and adults, the Further Education Development Agency has warned.
Arrangements for the planning, inspection and curriculum structures for 16 to 19-year-olds are to be largely separated from the arrangements governing education for those over the age of 19 under proposals in the white paper Learning to Succeed.
