A prominent critic of Spain's higher education system will hold the country's first Unesco chair on university management and policy. Francisco Michavila, a former secretary general of the Universities' Council, resigned in protest against the policies of the then education minister, Esperanza Aguirre, in 1997. He has since been an active participant in the debate on how to reform Spanish universities.
