Putin shows largesse
Russian president Vladimir Putin doubled the size of presidential scholarships for promising students in an impromptu announcement during a visit to Moscow's Bauman State Technical University. Mr Putin was at the university for its 170th anniversary celebrations.

Protest at award to Singapore minister
Hong Kong’s Chinese University's plans to award an honorary doctorate to Singapore's senior minister, 78-year-old Lee Kuan Yew, provoked protests on campus by 250 academics and students who called Singapore's first prime minister a "notorious dictator'' who held down democracy.
