Endowing UK universities would reduce bureaucracy, save public money and offer institutions more freedom and resources, shadow chancellor Michael Portillo said in a speech to the London Business School this week.
He said Conservative proposals to endow universities with up to £1 billion per institution from the sale of publicly owned communications bandwidths would free universities from the "drip feed" of government money.
