EU Forum on Cybercrime: new web pages hosted by Joint Research Centre

Cybercrime website.

The EU Forum on Cybercrime provides a platform for discussion and co-operation between law enforcement agencies, Internet Service Providers, telecommunications operators, civil liberties organisations, consumer representatives, data protection authorities and other interested parties.

The EU Forum was established following the publication of the Communication of the European Commission "Creating a Safer Information Society by Improving the Security of Information Infrastructures and Combating Computer-related Crime" (COM (2000) 890 Final). It seeks to raise public awareness of the risks posed by criminals on the Internet, to promote best practice for security, to identify effective counter-crime tools and procedures to combat computer-related crime, and to encourage further development of early warning and crisis management mechanisms. It also encourages the sharing of knowledge, the creation of networks, and co-operation between interested parties.

The Forum consists of three elements:

The web-site
This is the main platform for exchange of information and opinions. It gives the possibility to comment on several different aspects of cybercrime.

Plenary sessions
In principle, these sessions are open for anyone who would like to participate.

Expert group meetings
These meetings will discuss specific topics. The Commission aims to include the different interests, but keeps the groups small so as to allow for in-depth discussion and exploration of common ground. Minutes are published on the web, without reference to statements of individual participants.

How to use the site

Contributions are invited from all parties interested, whether or not within Europe.

Facilities:
1. you may consult and download a wide range of documents concerning cybercrime and related topics
2. you may offer comments on various aspects of the response to cybercrime, or on recent EU documents on the subject
3. you may find on what's on in the areas, in terms of new publications or meetings
4. you may read, and comment on, the minutes of recent EU Cybercrime Forum meetings.

Etiquette:
You are asked to keep comments short, polite, and relevant. Comments will be moderated by the Webmaster for courtesy, legality and relevance. If many similar comments are received the Webmaster will note this fact, but may only put a sample or a summary on the site. The Webmaster may also move comments to the most appropriate place wthin the discussion area.

Language:
For documents which are available in many linguistic versions - including all EU official documents - you will be able to download the version of your choice. Contributions to the discussions may be submitted in any language. It is hoped that in time this website will be made available in several EU languages, but the present draft version is only available in English.
