Sir Claus Moser, chairman of the National Commission on Education, this week called for a new public body to involve academics in strategic decisions about universities. The Commitee of Vice Chancellors and Principals was "out of touch" with staff, he said. He also called for 50 per cent post-school participation in higher education rather than 30 per cent.
