The Office for Fair Access has extended the deadline for universities and colleges to submit access agreements for 2007 onwards.
The submission date has been extended from September 2005 to January 31, 2006 to allow institutions more time to gauge the impact of fees on the market.
Sir Martin Harris, director of Offa, said: "It is important that institutions are given as much time as possible to make sensible decisions about whether to charge higher fees."
