Opposition party leaders in the Welsh Assembly have struck a deal with the ruling Labour Government over proposals to introduce top-up fees in Wales from 2007.
Under the agreement, which had yet to be officially ratified as The Times Higher went to press, Welsh students would be effectively exempt from paying top-ups at universities throughout Wales. But a move to make the grants portable to enable students to use them outside Wales has been dropped.
