Almost half of all sixth-formers say they are "less inclined" to go to university because of higher tuition fees next year, according to a survey by NatWest Bank. The bank found that 49 per cent of sixth-formers surveyed had doubts about higher education because of fees. Ed Davey, the Liberal Democrat education spokesman, said: "I fear this is just the first of many indicators that will confirm our worst fears about the negative impact of top-up fees."
