South Thames Training and Enterprise Council, which went into receivership in 1994, was paid around Pounds 10 million for running courses for non-existent courses, according to the National Audit Office. Across the board, over-payments of Pounds 20 million were made to TECs and Pounds 21 million to individuals on the Training for Work and Learning for Work programmes.
