Oxford University should overhaul its system of government, according to an internally commissioned report. Plans to streamline Oxford's decision-making machinery and bring in more independent representatives to influence university affairs have been presented by management consultants Coopers and Lybrand to a commission of inquiry, due to report before the end of the year.
