Universities and colleges are to spell out how they have implemented student union reforms. Eric Forth, higher education minister, is checking that the principles of "choice, fairness, democracy, accountability and information" laid down in the 1994 Education Act are being adhered to. The Act gave students the right to decide whether to belong to a union and to a complaints procedure.
