Universities are likely to suffer from new Value Added Tax rules, says an adviser on the tax. John Kennedy, VAT partner at accountants Deloitte and Touche, predicts that they will lose out under a change introduced on July 18 stopping VAT payers from reclaiming overpayments from more than three years ago: "Those organisations least able to allocate manpower to VAT matters are likely to suffer a disadvantage," he said.
