California will not participate in the Western Governors' University planned by a consortium of states. It will develop plans for a super-institution using the Internet and other emerging technologies to deliver college-level education to the state, national and international markets.
Governor Pete Wilson emphasised the need for a spirit of friendly competition in his letter to Edward Schafer, governor of North Dakota and chair of the 18-state Western Governors' Association.
