Writing with the authority of a former head of Ofsted, Sir David Bell, now vice-chancellor of the University of Reading, writes: “There is an opportunity to create a proportionate, sensible system that, over time, seeks to include some direct measures of quality and learning gain” (“Sir David Bell analyses the higher education Green Paper”, Opinion, 12 November).
It would greatly assist the sector if we could be told what these “direct measures” might be, and where Sir David expects us to be able to find them.
