The European Commission has given prior information of a call for tenders for the provision of services to the Phare candidate countries for eEurope+ 2003 data collection, monitoring and benchmarking.
To enable Europe 'to become the most competitive and dynamic knowledge-based economy in the world', the eEurope action plan was launched by the EU Heads of State and Government as part of the Lisbon Strategy in 2000.
Candidate countries recognised the strategic goal set by the EU and launched the eEurope+ action plan, which is similar to the eEurope action plan. A specific feature of eEurope+ is the collective agreement taken by all the candidate countries to benchmark progress and make comparisons of data and good practice amongst themselves as well as with the EU 15 by using the same indicators as those selected and agreed in the context of eEurope.
Under this contract services to the Phare candidate countries will be provided by undertaking a series of surveys to collect relevant data, monitor and benchmark progress made and encourage the exchange of information and best practices amongst the relevant players within the candidate countries and the EU.
