Mr Foster also used his speech to attack the government for failing to announce the financial settlement for further education in 2001-02.
He said that the sector had been banking on the comprehensive spending review to set out funding for the next three years, thereby improving financial planning in colleges. The government intends to announce details for 2001-02 later this year.
