Subject: Proposal for a Regulation of the European Parliament and of the Council on the transboundary movement of genetically modified organisms (implementation of the Cartagena Protocol)

Delegations will find in the Annex the recitals for this proposal established on the basis of the discussion by the Working Party on the Environment at its meeting on 29 October 2002.
In accordance with the conclusions drawn in that meeting and the request by the Presidency, delegations are invited to confirm, in writing, the recitals as set out in the Annex, no later than Wednesday 6 November 2002 (terkel.petersen@consilium.eu.int and fiona.morgan@consilium.eu.int as well as anmala@um.dk).
Following confirmation of the recitals, these will be forwarded, along with the political agreement text ( 133/02 ), to the legal linguists for finalisation. Delegations will receive notification of the date of the experts meeting with the legal linguists, in due course. Delegations are encouraged to send an expert to that meeting.
